O’Neal     The meeting was called to order at 10:00 a.m. by D.W. Williams, President of the Board of Commissioners.   Russell Flowers gave the invocation.   Don O’Neal led the Pledge of Allegiance.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                               The Roll was called with all nine Commissioners present.   The reading of the minutes of the regular Board meeting held on November 14, 2023 was dispensed with and Don O’Neal made a motion to accept the minutes as printed. Elizabeth Q. Lindsay seconded the motion.  Motion carried.    Jimmy French, General Manager, reported that all taps and leaks are up to date.      Marion Simpson Jr. made a motion to accept the General Manager’s report.  Elizabeth Q. Lindsay seconded the motion.  Motion carried.   Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, reported on the Personnel Committee meeting held November 21, 2023 at 9:00 a.m.  No formal motions.   Lane Lavespere made a motion to accept the Personnel Committee report.  Oscar Coody seconded the motion.  Motion carried.   Billy McKay, Chairman, Finance Committee, reported on the Finance Committee meeting held November 21, 2023 at 10:00 a.m.   Russell Flowers made a motion to approve leak adjustments as presented for accounts 26-2940-01, 12-2050-03, 36-1155-01, 19-0580-02, 33-0260-23, 18-1060-03, 42-0490-02, 30-0581-01, 36-1940-01, 13-0025-00, 24-0680-00, 12-2200-00, 22-0600-01, 31-1390-00, 15-1410-13, 12-0200-00, 36-0730-00, 62-1040-22, and 21-1500-00.  Marion Simpson Jr. seconded the motion.   There was a roll call vote as follows: Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don T. O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye.  9-Aye, 0-Nay, 9-0   Elizabeth Q. Lindsay made a motion to approve Blue Cross Blue Shield as the District’s Health Insurance carrier with recommended changes to coverage.  Marion Simpson Jr. seconded the motion   There was a roll call vote as follows: Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don T. Williams; Aye.  9-Aye, 0-Nay, 9-0   Seth Johnson, Controller, reviewed the Budget Comparison, Statement of Revenue and Expenses, and the 2024 Proposed Budget.   Lane Lavespere made a motion to approve the 2024 Budget as presented.  Elizabeth Q. Lindsay seconded the motion.   There was a roll call vote as follows: Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don T. O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye.  9-Aye, 0-Nay, 9-0   Elizabeth Q. Lindsay made a motion to accept the Finance Committee report.  Oscar Coody seconded the motion.  Motion carried.   Brendon Gaspard, Pan American Engineers, reported on ongoing projects.   Marion Simpson Jr. made a motion to approve the Engineers report.  Elizabeth Q. Lindsay seconded the motion.  Motion carried.   There being no other business Marion Simpson Jr. made the motion to adjourn.   Oscar Coody seconded the motion.  Motion carried.  Meeting adjourned at 11:10 a.m.

Lindsay, Chairwoman, Personnel Committee, stated the next Personnel Committee meeting will be held November 21, 2023 at 9:00 a.m.     Billy McKay, Chairman, Finance Committee, stated the next Finance Committee meeting will be held November 21, 2023 at 10:00 a.m.   Elizabeth Q. Lindsay, Chairwoman, Goals Committee, reported on the Goals Committee meeting held Thursday October 26, 2023 at 9:00 a.m.  3rd quarter goals were reviewed.  No formal motions.   Don O’Neal made a motion to accept the Goals Committee report.  Lane Lavespere seconded the motion.  Motion carried.   Brendon Gaspard, Pan American Engineers, reported on ongoing projects.   Billy McKay made a motion to authorize the President of the Board of Commissioners to sign a resolution awarding the contract for Water Replacement in Curtis Park Subdivision to the low Bidder, Rylee Contracting, Inc. for the base bid in the amount of $395,996.50, contingent upon concurrence of award by Facility Planning and Control.   There was a roll call vote as follows:  Billy McKay; Aye, Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don T. O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, D.W. Williams; Aye.  9-Aye, 0-Nay, 9-0   Elizabeth Q. Lindsay made a motion to authorize the President of the Board of Commissioners to sign a resolution awarding the contract for 20” Raw water Main from Big Creek to Camp Livingston to the low Bidder, Womack & Sons Construction Group, LLC for the base bid in the amount of $5,576,293.00, contingent upon concurrence of award from OCD-LGA Water Sector Program and receipt of approved Prime Contractor Clearance Form.   There was a roll call vote as follows:  Billy McKay; Aye, Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don T. O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, D.W. Williams; Aye.  9-Aye, 0-Nay, 9-0   Lane Lavespere made a motion to approve the Engineers report.  Don O’Neal seconded the motion.  Motion carried.   Greg Jones, Attorney, reported on the Dis-Tran water line.    Billy McKay made a motion to accept the Attorney’s report.  Oscar Coody seconded the motion.  Motion carried.   There being no other business Lane Lavespere made the motion to adjourn.   Oscar Coody seconded the motion.  Motion carried.  Meeting adjourned at 11:12 a.m.
