O’Neal     The meeting was called to order at 10:00 a.m. by D.W. Williams, President of the Board of Commissioners.   Marion Simpson Jr. gave the invocation.   Russell Flowers led the Pledge of Allegiance.                                                                                                                                                                                                                                                                                                                                                                                                                                                                             The Roll was called with all nine Commissioners present.   The reading of the minutes of the regular Board meeting held on August 13, 2024 was dispensed with and Don O’Neal made a motion to accept the minutes as printed. Elizabeth Q. Lindsay seconded the motion.  Motion carried.    Jaime Timberlake, Assistant General Manager, reported that taps and leaks are up to date.    Seth Johnson, Controller, reviewed the Budget Comparison and the Statement of Revenue and Expense.   Don O’Neal made a motion to accept the General Manager’s report.  Elizabeth Q. Lindsay seconded the motion.  Motion carried.   Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, reported on the Personnel Committee meeting held August 20, 2024 at 9:00 a.m. No formal motions were made.   Billy McKay made a motion to accept the Personnel Committee report.  Oscar Coody seconded the motion.  Motion carried.   Billy McKay, Chairman, reported on the Finance Committee meeting held August 20, 2024 at 10:00 a.m.   Russell Flowers made a motion to approve leak adjustments as presented for accounts 33-1560-04, 26-2460-00, 28-2910-01, 41-4785-04, and 11-1088-03. Greg Collins seconded the motion.    There was a roll call vote as follows: Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, Greg Collins; Aye, Marion Simpson Jr.; Aye, Russell Flowers; Aye, Don O’Neal; Aye, and D.W. Williams; Aye.  9-0, 9-Aye, 0-Nay   Brendon Gaspard, Pan American Engineers, reported the 20 inch main project is 93% complete, the Curtis Park project is in progress, and the Saddle Creek project is in progress.   Marion Simpson Jr. made a motion to accept the Engineer’s report.  Oscar Coody seconded the motion.   Marion Simpson Jr. made the motion to adjourn.  Oscar Coody seconded the motion.  Motion carried.  Meeting adjourned at 10:38 a.m.

Lindsay seconded the motion.  Motion carried.    Jamie Timberlake, Assistant General Manager, reported that taps and leaks are up to date.  Seth Johnson, Controller, reviewed the Consumption and Revenue report and the Water Audit report.   Billy McKay made a motion to accept the General Manager’s report.  Elizabeth Q. Lindsay seconded the motion.  Motion carried.   Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, stated the next Personnel Committee meeting will be held August 20, 2024 at 9:00 a.m.   Billy McKay, Chairman, stated the next Finance Committee meeting will be held August 20, 2024 at 10:00 a.m.   Elizabeth Q. Lindsay, Chairwoman, Goals Committee, reported on the Goals Committee meeting held July 30, 2024 at 9:00 a.m.  2nd quarter goals were reviewed with no formal motions made.   Billy McKay made a motion to accept the Goals Committee report.  Oscar Coody seconded the motion.  Motion carried.    Brendon Gaspard, Pan American Engineers, reported the 20 inch main project is 91% complete, the Curtis Park project is 71% complete, and the Saddle Creek project is 77% complete.   Marion Simpson Jr. made a motion to accept the Engineer’s report.  Oscar Coody seconded the motion.     Marion Simpson Jr. made the motion to adjourn.  Oscar Coody seconded the motion.  Motion carried.  Meeting adjourned at 10:50 a.m.
