O’Neal                                                                                            The meeting was called to order at 10:00 a.m. by D.W. Williams, President of the Board of Commissioners.   Lane Lavespere gave the invocation.   Don O’Neal led the Pledge of Allegiance.   The Roll was called with all eight Commissioners present.   The reading of the minutes of the regular Board meeting held on May 12, 2026 were dispensed and Elizabeth Q. Lindsay made a motion to accept the minutes as printed. Don O’Neal seconded the motion.  Motion carried.   Jimmy French, General Manager, reported that taps and leaks are up to date.   Elizabeth Q. Lindsay made a motion to accept the General Manager’s report.  Oscar Coody seconded the motion.  Motion carried.   Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, reported on the Personnel Committee meeting held May 19, 2026 at 9:00 a.m. Tyler Training was discussed and employee incentives.   Don O’Neal made a motion to accept the Personnel Committee report.  Oscar Coody seconded the motion.  Motion carried.   Billy McKay, Chairman, Finance Committee, reported on the Finance Committee meeting held May 19, 2026 at 10:00 a.m.   Russell Flowers made a motion to approve leak adjustments as presented for accounts 32-0510-00, 25-3567-00, 41-1680-08, 61-2205-15, 34-0410-06, 30-0485-01, 32-0050-15, 12-0510-02, 22-0110-01, 18-0650-00, 31-0340-00, 41-0164-00, 15-1790-30, and 51-1340-01.  Don O’Neal seconded the motion.   There was a roll call vote as follows:  Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye. 8-Aye, 0-Nay, 8-0   Kelci Ware with Payne, Moore & Herrington, presented the District’s 2025 Audit Report.  The District received a unmodified opinion. A copy will be sent to the Legislative Auditor.   There was a roll call vote as follows:  Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye. 8-Aye, 0-Nay, 8-0   Jimmy French, General Manager, gave the Engineer’s report.   Elizabeth Q. Lindsay made a motion to approve the President of the Board of Commissioners to sign a resolution Whereas, Southern Coatings, LLC, the Contractor for the project entitled, REHABILITATION OF KINGSVILLE ELEVATED TANK, has “Substantially Completed” the work under the contract as recommended by the Engineer.  Billy McKay seconded the motion.   There was a roll call vote as follows:  Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye. 8-Aye, 0-Nay, 8-0   Don O’Neal made a motion to approve the President of the Board of Commissioners to sign a resolution Whereas, CDE Construction, LLC, the Contractor for the project entitled, 8” WATER MAIN REPLACEMENT ALONG MARYHILL ROAD, has “Substantially Completed” the work under the contract as recommended by the Engineer.  Oscar Coody seconded the motion.   There was a roll call vote as follows:  Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye. 8-Aye, 0-Nay, 8-0   Elizabeth Q. Lindsay made a motion to credit the Louisiana National Guard Esler Field meter account not to exceed $150,000.00 for water that was billed erroneously through the meter due to flushing.  Lane Lavespere seconded the motion.   There was a roll call vote as follows:  Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, Billy McKay; Aye, D.W. Williams; Aye. 8-Aye, 0-Nay, 8-0   Elizabeth Q. Lindsay made a motion to accept the Engineer’s report.  Don O’Neal seconded the motion.  Motion carried.    Oscar Coody made the motion to adjourn.  Lane Lavespere seconded the motion.  Motion carried.  Meeting adjourned at 10:45 a.m.

O’Neal         The meeting was called to order at 10:00 a.m. by D.W. Williams, President of the Board of Commissioners.   Russell Flowers gave the invocation.   Don O’Neal led the Pledge of Allegiance.   The Roll was called with seven Commissioners present and Greg Collins being late.   The reading of the minutes of the regular Board meeting held on April 28, 2026 were dispensed and Oscar Coody made a motion to accept the minutes as printed. Don O’Neal seconded the motion.  Motion carried.   Jimmy French, General Manager, reported that taps and leaks are up to date and reviewed the Consumption and Revenue report, Water Audit report, and reported that Water Works District No.3 of Rapides Parish proudly received an "A" for the water system grade from the Louisiana Department of Health (LDH) for the third year since the program began in 2023. This grade reflects the Districts unwavering commitment to delivering safe, high quality drinking water to its customers throughout northern Rapides Parish. Water Grade report.   Elizabeth Q. Lindsay made a motion to rescind the motion for Vermeer MidSouth in the amount of $72,871.34 for a Yanmar 49 HP EFI Diesel engine Vacuum Excavator.  Don O’Neal seconded the motion.   There was a roll call vote as follows:  Billy McKay; Aye, Greg Collins; Absent, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, D.W. Willliams; Aye. 0-Nay, 7-Aye,1-Absent 7-0   Billy McKay made a motion to accept the General Manager’s report.  Elizabeth Q. Lindsay seconded the motion.  Motion carried.   Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, stated the next Personnel Committee meeting will be held May 19, 2026 at 9:00 a.m.   Billy McKay, Chairman, Finance Committee, stated the next Finance Committee meeting will be held May 19, 2026 at 10:00 a.m.    Brendon Gaspard, Pan American Engineers, reported on ongoing projects in the District.   Elizabeth Q. Lindsay made a motion to declare an emergency purchase of a 20” gate valve for Hwy 165 at Powell Dr. and the procurement of a contractor for the installation of the 20” gate valve and the repair of a 2” valve adjacent to said valve. Lane Lavespere seconded the motion.   There was a roll call vote as follows:  Billy McKay; Aye, Greg Collins; Absent, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, D.W. Willliams; Aye. 0-Nay, 7-Aye,1-Absent 7-0   Lane Lavespere made a motion to purchase a 20” gate valve for stock, not to exceed $30,000.00.  Oscar Coody seconded the motion.   There was a roll call vote as follows:  Billy McKay; Aye, Greg Collins; Aye, Russell Flowers; Aye, Don O’Neal; Aye, Elizabeth Q. Lindsay; Aye, Lane Lavespere; Aye, Oscar Coody; Aye, D.W. Willliams; Aye. 0-Nay, 8-Aye, 8-0   Lane Lavespere made a motion to approve the purchase of two 20” gate valves yearly to keep in stock.  Elizabeth Q.
