WATER WORKS DISTRICT NO.3 MINUTES OF THE BOARD OF COMMISSIONERS MEETING HELD AT THE DISTRICT OFFICE ON MAY 26, 2026
Those present for the meeting were:

The meeting was called to order at 10:00 a.m. by D.W. Williams, President of the Board of Commissioners.
Lane Lavespere gave the invocation.
Don O’Neal led the Pledge of Allegiance.
The Roll was called with all eight Commissioners present.
The reading of the minutes of the regular Board meeting held on May 12, 2026 were dispensed and Elizabeth Q. Lindsay made a motion to accept the minutes as printed. Don O’Neal seconded the motion. Motion carried.
Jimmy French, General Manager, reported that taps and leaks are up to date.
Elizabeth Q. Lindsay made a motion to accept the General Manager’s report. Oscar Coody seconded the motion. Motion carried.
Elizabeth Q. Lindsay, Chairwoman, Personnel Committee, reported on the Personnel Committee meeting held May 19, 2026 at 9:00 a.m. Tyler Training was discussed and employee incentives.
Don O’Neal made a motion to accept the Personnel Committee report. Oscar Coody seconded the motion. Motion carried.
Billy McKay, Chairman, Finance Committee, reported on the Finance Committee meeting held May 19, 2026 at 10:00 a.m.
Russell Flowers made a motion to approve leak adjustments as presented for accounts 32-0510-00, 25-3567-00, 41-1680-08, 61-2205-15, 34-0410-06, 30-0485-01, 32-0050-15, 12-0510-02, 22-0110-01, 18-0650-00, 31-0340-00, 41-0164-00, 15-1790-30, and 51-1340-01. Don O’Neal seconded the motion.

Kelci Ware with Payne, Moore & Herrington, presented the District’s 2025 Audit Report. The District received a unmodified opinion. A copy will be sent to the Legislative Auditor.

Elizabeth Q. Lindsay made a motion to approve the President of the Board of Commissioners to sign a resolution Whereas, Southern Coatings, LLC, the Contractor for the project entitled, REHABILITATION OF KINGSVILLE ELEVATED TANK, has “Substantially Completed” the work under the contract as recommended by the Engineer. Billy McKay seconded the motion.

Don O’Neal made a motion to approve the President of the Board of Commissioners to sign a resolution Whereas, CDE Construction, LLC, the Contractor for the project entitled, 8” WATER MAIN REPLACEMENT ALONG MARYHILL ROAD, has “Substantially Completed” the work under the contract as recommended by the Engineer. Oscar Coody seconded the motion.

Elizabeth Q. Lindsay made a motion to credit the Louisiana National Guard Esler Field meter account not to exceed $150,000.00 for water that was billed erroneously through the meter due to flushing. Lane Lavespere seconded the motion.
